Parentals control prevents Discover to install flatpak app

If user is member of group wheel, when installing a flatpak app, user is prompted to enter his password.

Upstream mentions that such user should not be asked for password due to be member of wheel group.

But, seeing output of malcontent-client of my user which is member of wheel group.
$ malcontent-client
App filter for user aurelien retrieved:
  (No OARS values)
App installation is allowed to user repository
App installation is disallowed to system repository

Discover installs by default in system /var/lib/flatpak/ directory.
So, this is why we are asked for password.

Some default values unset somewhere?

See attached screenshot.

This is always reproduced on a default M8 beta 2 installation with Plasma desktop, just added plasma-discover, which adds the flatpak dependencies.
Moreover, accounts-daemon (accountsservice) is not launched at boot after such install but it should.
