This is an update for the video edition application "shotcut", which has a steady development pace. The version shipped in Mageia 7 is already a bit old, so I propose this update with new features and bugfixes.

This update involves updating the library mlt to version 6.16.0 (from 6.14.0).
Apart from shotcut, it is used by kdenlive and synfig, both of which seem to run fine after the update. I did not do extensive testing of either of them though, and synfig seems to have issues in Mageia unrelated to this update (bug 21429).
Based on the release notes for 6.16.0 (see below), I do not expect any regression, it only adds a couple new methods and fixes bugs.

@Pascal, the armv7hl build for shotcut-19.09.14-1.mga7 failed because the new mlt-6.16.0-1.mga7 was not available yet on the buildsystem (even though it was marked as uploaded). Could you restart it once the dependency is available?

MGA7-64 Plasma on Lenovo B50
No installation issues.
Opened up OK with loads of comments in CLI at opening and during operation, too much to be very usefull for a first test.
Opened an mpeg file and cut a clip in it. Seems to operate OK.

Temporarily unvalidating, I'm still missing the armv7hl build for shotcut, so I'll have to do a new build.

I don't think it needs a new test, it's exactly the same version, just a rebuild so that armv7hl gets included.

I also rebuilt it in cauldron to ensure that it has higher %{version}-%{release} than the mga7 update.
