Summary: pulseaudio equalizer gpaeq does not start => pulseaudio equalizer qpaeq does not start
This is half expected. You need to load module-equalizer-sink into PA before starting the EQ. We know about this upstream and do intend to fix it but there are a few things in the queue to get to first! I can't close this bug as "upstream" which is really what I want as I don't like closing bugs as WONTFIX when this is not really the intention - it's just that a downstream bug doesn't make much sense here. If loading an equalizer sink module doesn't allow this to start feel free to open a bug over at freedesktop.org for this problem :)
