Description of problem: While publishing the alpha ISO for mga10 I remarked that the machines supposed to connect to our master rsync server are not all operational (/etc/rsuncd.conf on duvel). And I think from such BR (https://bugs.mageia.org/show_bug.cgi?id=34937) that the Tier2 list isn't completely up to date either. I think we should curate the 2 lists to allow for a smooth experience installing mga10 when published. Curate for me means retiring old mirrors, but also trying to get more as well.
I have removed non-working or outdated mirrors from mirrors db every now and then, but it should be automated. Immediate removal might be a little bit exaggerated, but outdated mirrors could have grace time to get back in sync before removal.

Additional challenge , some mirrors not mirror all the architectures or have issues with arm https://mirrors.mageia.org/status http://ftp.mageia-highland.us/mageia/ (arm) http://ftp.linux.org.tr/mageia/ (arm & aarch64) I really think that our api should deliver just good shape mirrors and our tools update the list if possible (bug#34661) at update moment (urpmi, mga applet)
