Description of problem:
After last kernel update or something like that it looks like something was changed with dmesg permissions, so for regular user running dmesg we get:

dmesg: read kernel buffer failed: Operation not permitted


How reproducible:
Boot.
Update to the latest available updates.
Reboot.
Logon via ssh or locally as a regular user.
Run dmesg.


Question is it expected for some reason or just some bug/misconfig?
