Description of problem:

Upstream not longer maintain telegram-purple, now is recommended use 
https://github.com/BenWiederhake/tdlib-purple
it depend of https://github.com/BenWiederhake/tdlib-purple (fedora have a package for it) 


This also affects to mageia 8 as long as 
1. you have old version last is 1.4.7 
2. and already is old because is before upstream drops telegram-purple

purple-telegram-tdlib now imported on Cauldron and replaces no more maintained purple-telegram.

it works today i get as part of updates, the only complain is that not
install his complement pidgin-telegram-tdlib but is minor think and suppose is
by design as the plugin can be used also by the text cli finch
