Description of problem:
On the Paris timezone, when it is 11:00 local time, systemd set the date to 07:00
"hwclock -s" resets the date to 11:00

Version-Release number of selected component (if applicable):
systemd-35-5.mga2

How reproducible:
Every boot

Steps to Reproduce:
1. Set the timezone to Europe/Paris
2. reboot
3. the date is 4 hours too soon
