I think that we should use the standard configuration file for systemd. I did cp /usr/share/doc/vnstat/examples/systemd/vnstat.service /usr/lib/systemd/system/vnstat.service systemctl deamon-reload systemctl restart vnstat and now all seems OK.
Thanks for the report, and your diagnosis. vnstat has no fixed maintainer, so assigning this globally.

looks like daviddavid has pushed vnstat-2.6-1.1.mga8 with that change to testing

and the same in cauldron...
Hello, Downloaded the vnstat-2.6-1.1.mga8 package from testing, uninstalled the current vnstat ( as i made some changes to the service file), reinstalled the current version and then upgrade the package with the testing package, seems the new service file installed. Restarted the vnstat service manually, and then now the service running without time out. Checked net_monitor ( to verify database is still populated and it seems to still be).

Suggested advisory ===================== The service vnstat.service as configured doesn't start correctly, it timeout after 1:30. This correction use default system service configuration file provided upstream, such that the service starts without timeout. =====================

See https://bugs.mageia.org/show_bug.cgi?id=28593 comments 3 4 5 6. James' real-life test warrants MGA8-64-OK for his problem. Nicolas Nicolas' comment 5 warrants the same OK for *this* bug; & validation.
I've also tested it on my m8 x86_64 system. Validating.
