Description of problem:
I have kde plasma as my desktop. occasionally the startup will freeze in the splash screen. I am running the splash with the sqare withe KDE in it and the little progress bar under the KDE. The progress bar will freeze at its first non-zero location. If I do alt-ctrl-F2 and then alt-ctrl-F1, the initialisatin will complete and the desktop will show up.

How reproducible:
Not. It happens only occasionally. No idea what triggers it but when it occurs the KDE box in the splash screen is displaced by about a fifth of a screen height downwards.

Dell XPS13 9360 (Kaby Lake). 1920x1080 non-touch screen.  psmouse module blacklisted. x11-drivers-video-intel X driver. Dell 1920x1080 screen in xorg.conf.
mouse cursor moves around on the frozen desktop. Keyboard works (eg, can type alt-ctrl-F2). I have left it for minutes and nothing happens. 
Something is stuck that refreshing (AC-F2, AC-F1) shakes free.
