Steps to Reproduce:
Desktop: Plasma  Layout: Folder   Theme: Breeze    Window Decorations: plastik
Desktop effects are disabled. Icon size 16

systemsettings5->Hardware->Removable Devices->Configure automatic handling of removable storage media
1 check mark Enable automatic mounting of removable media
2 un-check Only automatically mount removable media that has been manually mounted
3 un-check Mount all removable media at login
4 check mark Automatically mount removable media when attached.

log out/in

1. Insert ext4 formatted usb drive
2. mount | grep $USER
3. Note no notification of mounted device

Just tried a test account setup with Oxygen after a reboot.
Unlike Breeze, Oxygen did not mount same usb drive after detection.

Testing after plasma 5.7 update/reboot still does not have notification pop up but now Oxygen does mount the thumb drive and give the pop up.

You had me going there for awhile. Changed my junk account back to
breeze, it worked just as you said. I know I had tested that so,
created breeze test account, set my usual settings, it worked just as
you said, again. Frap. This is not right. su - root,
cd junk, \rm -r .local /local, .config .kde*
cd breeze, \rm -r .local /local, .config .kde*

log into junk, configure Oxygen and my settings, log out.
log into breeze, configure with my settings, log out.
log into junk, test for pop up and access. works, dismount usb, remove
it, Log out
log into breeze, insert usb drive, no pop up. Ah, ha, I was right.
Only thing different this time is I could click the device icon in
taskbar and get to actions which I could not do before this Plasma upgrade.

Thinking back on this as I post this, I am wondering if the problem shows up on numerous usb mounts.

Hehe, now I remember why I bothered to look at breeze.
and the Gnome style/icons is why I went back to Oxygen.

Breeze and breeze-gtk were updated since you wrote that (and there's another newer version waiting in updates_testing with many more KDE packages) 

Is this bug still valid in current cauldron? (If so, and if you like to test: also with the KDE packages, including breeze*, from updates_testing installed?)

Sorry, it takes +3 hours to do a network install since the sta1 iso update creates too many orphans for me to safely remove, so I'll decline your kind offer to use cauldron testing.

Did all the updates, rebooted, jacked in usb drive as bittwister failed. Ok, log into "normal" account. Very little user configuration changes in that account.
Jacked in usb. Pop up works. Oh, just dandy, it is an Oxygen problem.

Log out normal, in bittwister, configure removable same as normal, log out/in and still does not work. Noticed clicking notification does not give application selection. Fine, enabled removable media back on, log out bittister, in normal notification pops up. Log out normal, in bittwister pop up works. 

OK, log out bittwister in normal, works, out normal, in bittwister it works!
Few more tries. result 2 work and 4 fails on bittwister account.

bittwister is configured breeze, but Oxygen icons. Breeze pointer is almost invisible on the majority of the colors I use so I am forced to use Oxygen colors and prefer Oxygen icons over Gnome looking Breeze icon for systemsettings on the taskbar/menu.

All tests were started with no usb, log in, jack in usb, test, click remove media, then removed usb drive. No reboots done during testing.

Installed  latest updates, saw glibc, rebooted again, check usb pop again and it
worked. Tried 4 more times, they all worked. Next 4 attempts failed.

Rebooted one more time, solid failure to get a pop up notification.
I have a script to launch journalctl -fa --no-pager upon kde login.
During all tests, journal shows usb insert/removal and device notification had the umount icon indicating it was aware I had the device mounted.
