I'm not sure, but if they are different then it's likely those two yes, I've seen this issue too. To be sure you can kill kmix and plasma-pa one after the other and see the systray icon removed :) I think I had this issue a couple of days ago where kmix all of a sudden decided to autostart even though I had plasma-pa running already. Then I killed kmix, rebooted and since then it's working ok I think.
