New spec file

Built on MGA3, minimal testing in FreeCAD (it's a dep.), but the application runs.

Status: NEW => ASSIGNED

I'll go through and do any policy-related cleanup on the spec in a few days once I get my dev box back.  Until then, hope it helps the crew working on FreeCAD stuff.
