Both bugs depend on each other.
First, all icons in harddrake2 has been  replaced by crosses and circles. Thus, it's bad artwork in harddrake2. This has been noticed in bug270. As a result of the bug a new set of icons has been uploaded, which is the reason for this bug.

So, if you ask me, it's the same issue, although not a duplicate in the actual meaning of the word. But I found it far more conducive to discuss that it in one thread, before the originator of bug270 also indicates the new bad artwork in his thread.

An other solution would be, to close Bug270 (because now there are icons in harddrake) and discuss here about the new artwork, but one of these bugs is obsolete now.

No it's not the same issue.
One was missing icon in harddrake.
Other is bad artwork for banners in drakxtools
