perl-XML-LibXML lacks a _versionated_ requires on libxml2.
This causes %post script warning on mga2 -> mga3 upgrade:

Warning: program compiled against libxml 209 using older 207
Warning: XML::LibXML compiled against libxml2 20900, but runtime libxml2 is older 20708

perl-XML-LibXML-2.1.400-3.mga3 is uploaded in Cauldron.
