Description of problem:

Adobe flash player is not recognized by websites and doesn't work unless the adobe config tool in tools section is touched. After it does work a cold restart makes the flash player not work unti the adobe tool is touched again.

How reproducible:

after every restart

Steps to Reproduce:
1. install flash-player-plugin
2. go to site hosting videos, e.g., www.viki.com
3. when the player isn't recognized and won't work then go to activities, tools, adobe tool, and then just click on the tabs.
