with mouse over some non-firefox program window still correctly see oxygen
cursor.  (works fine in 'konsole' terminal window for example)

I can't reproduce here (but i don't have 3d effects) nor i upgraded to.
Do you also have the /etc/gtk-2.0/gtkrc file eventually as suggested on fedora's bugzilla ?

After you changed the cursor in KDE4 systemsettings, did you log out > log in? i.e. does the issue persist after a log out > log in?

indeed, logging out + in again solves the problem.
but that's strange, since it is applied directly for all other windows. anyway, closing bug as invalid.

Firefox is a GTK+ app and you're running KDE, it should work, but I've seen this behaviour before sometimes, never pinned down to something in particular though...
