Description of problem:
Test Box:  Dell GX1 using M3-A3 Dual Arch CD-ROM
Test Box:  Dell C600 using M3-A3 32-bit DVD-ROM
Selecting "Yes" to the install screen prompt of "Do you want to install any upgrades..." does not download or install any upgrades.  It only downloads and updates the Media Sources list.

How reproducible:
Always


Steps to Reproduce:
1.  Install off either of the above listed media.
2.  Select "Yes" to install any upgrades when prompted by the install process. 
3.  Notice the "cz" lists being downloaded.
4.  Suspect the process is way too fast to have actually downloaded and installed any updates...which myriad are know to exist.
5.  Boot into the OS and use the MMC to manually download and install any updates.  Notice that there are myriad to download and install indicating the install update process did not.

There're no updates in cauldron...
So it's normal it only update metadata

Stop reopening bugs.
Media updates are empty on cauldron. Period
