You misunderstand. In other distros, the name of the package is libdvdcss2 for both i586 and x86_64. But in Mageia.Mandriva, 64-bit library package names start with lib64, so the link you want is http://pkgs.org/download/lib64dvdcss2 . Follow that, and you'll see that the package you want already exists.
so urpmi lib64dvdcss2 didin't help ? (with tainted enable)
