The Windows seven boot is not on OS partition:

SDA1 : DELL utility
SDA2 : RECOVERY
SDA3 : OS

If the windows boot is linking with SDA3 : I got message "BOOTMGR is missing"

Windows boot on SDA2 >> OK

Computer : DELL Inspiron 780
           Intel core I3
           Windows seven 64

This is a common problem with recovery partitions. In these cases it's normal to have to manually adjust menu.lst to point to the correct windows partition.
Out of interest what is the output of :-
su
fdisk -l
