This probably is valid for Cauldron as well. In Emacs, when you want to enter octave mode (with M-x octave-mode) you'll get the message: Cannot load file: octave-hlp. The file octave-hlp.el is missing from the octave package. It is also not part of the upstream source but you can find it just fine using Google.
by the way, this file was part of ancient (Mandriva 2009 era) emacs versions. So maybe the startup file from /etc/emacs/site-start.d shouldn't load it anymore.

I'm inclined to say that since this file is not part of the upstream project that either: - It is an upstream problem, and a report should be opened there; - It should be packaged seperately; - It is a feature request to Mageia to include the file in its package. As such, I'll Cc the maintainer of the package in Mageia for her input on this. @grenoya, any thoughts?

I don't think it is an upstream bug. octave.el is an extra source in Mageia's rpm, it is not part of upstream octave at all.
