Description of problem:
In the License Agreement install screen the "Refuse" radio button is selected and highlighted by default.  If the user wants to quickly accept the Agreement and move on by hitting the Up Arrow key (to select "Accept") and then the Enter key nothing seems to happen.  In fact was does happen when using the above two keystrokes is the focus moves to "Release Notes" (but it is not highlighted as stated in bug #7644).  This means hitting the Enter key had the effect of hitting the Tab key as doing so moved one field forward.  If the user hits the Up Arrow key (to select "Accept") the "Next" button should immediately be highlighted so the user can then hit Enter and move on.

Steps to Reproduce:
1.  Boot off install DVD.
2.  Look at the "License Agreement" screen.
3.  Hit the Up Arrow button to select "Accept".
4.  Hit the Enter key (in hopes of moving to the next install screen) and nothing seems to happen.
5.  Hit the Enter key again and the "Release Notes" dialog box appears.

Still valid in current installer. But IMHO it is so minor (only applies when
mouse or touchpad not working) that it is nearly negligible.
