strange, i don't have this pb here. I will try to do a chroot and reproduce.
Now the XXXth try succeeded...
seems more like a « download » issue here resulting to a broken rpm :/ I'm able to reproduce it early with random packages (not kde related)not only on a chroot depending of the mirror used.

I was using a local mirror. Though I did rerun rsync between morning and afternoon...
Humm rpm would have caught such a broken package earlier through it signature check
strange but i doubt this is a kde-runtime rpm issue btw. can't this be a check rpm is failing and that could help it to prevent to "try" to perform the install if the rpm isn't correct ?
