Description of problem:

The "perl" package contains the open pragma but does not provide the perl(open) provides. As a result doing:

urpmi /root/rpmbuild/RPMS/noarch/perl-utf8-all-0.6.0-1.mga3.noarch.rpm
A requested package cannot be installed:
perl-utf8-all-0.6.0-1.mga3.noarch (due to unsatisfied perl(open))
Continue installation anyway? (Y/n) n
