In fact, the hugin RPM is there, but it cannot be installed : hugin-2010.4.0-2.mga1.i586 (car libpano13-tools[>= 2.9.17] est non satisfait

I agree, I tried in a x86_64 system, it installed. As my i586 system was migrated from 2010.2, I suppose it is a migration problem. I'll try to find which rpm should be obsoleted.
libpano13-tools is available in the i586 repos, please make sure you have all the repos configured correctly, and are up-to-date...
All is there, but there is a bug in the provides : libpano13_0 is not recognised as providing libpano13.so.2 . Steps to reproduce the bug : 1. urpme libpano13_0 2. urpmi hugin

Could still reproduce the bug ? Here from a mdv 2010.2 migrated to mageia on a i586 arch i'm still able to install hugin.
