Description of problem:

The system yes, but the computer does not stop.
The fan spins, the LEDs are lit.

you need to use poweroff instead of halt

Ok. Thank you.
But, what is the difference between halt, poweroff, shutdown?
Mageia 1 has worked "halt" command.
It may be specified in the sudoers "shutdown -h" now it will not work?

because systemd with more strict that initscript, all other ways should work, see the duplicate for more details
