Probably not - I don't remember nor from Mandriva neither from Mageia times that release notes were ever presented as translated. Maybe it is related with possibility or impossibility to detect network connection at the different stages of installation? (in any case, if there is possibility to include translations, Estonian one is at https://wiki.mageia.org/en/Mageia_3_v%C3%A4ljalaskem%C3%A4rkmed_-_ET)

There are simple reasons: 1- It is an another bargain on translators shoulders; there are teams standing with one person. 2- I don' t see much interest from translators as seen wiki. There are only two translations, one is incomplete (i'm trying to translate it, Turkish) 3- There won' t be enough time to translate them, as seen in Mageia 4 release; translators work hard on other translations. 4- I think, it is more important and time consuming to translate docs instead of this. 5- If something should be provided with translations is then that should be Errata; it is the most important document that one should read before wiping out his/her hard drive for Mageia. My 2 cents...

Being a one-man-team, I can say for myself that I would have found the time to translate release notes (and, of course, Errata, too) besides of UI and documentation IF I would have known they are really used. As of now, I've not very motivated to do it (though I'll do it quite soon, so the people visiting Mageia 4 website have possibility to read them in their own langugage). So, I'm convinced: be there a reliable method to translate release notes (and errata) AND to show them already at the install time, there would be translations, maybe not for all languages but hopefully for more than just for two or three.
Installer is always prepared in current Cauldron, which is in stages being shown. Maybe the link to the release notes could be made to work so that it would look for the presence of a translation of the chosen (primary) language RN, and if none found would open the English one? I suspect there could be more enthousiasm on the part of devs to change this if there were more RN translations available.

On the other hand, this makes the RN text and translations more flexible and up-to-date for the current installer.
