Description of problem:

recap from IRC:

<sander85> so we need to kick rc-local out of prefdm and create some network-homedir.target to work around remote-fs in systemd-user-sessions.service

For normal user prefdm shouldn't be delayed by network.target.

This should be resolved now (hopefully the solution will go upstream, but I'll keep pestering Lennart on that one!)
