Description of problem:

These packages (+ deps) don't take much space on DVD but it would help a lot to promote Mageia in Estonia.

Needed packages are: esteid-browser-plugin qdigidoc qesteidutil

3.5MB of packages will be retrieved.

As pcsc-lite is already on DVD it will be ~3.4MiB of packages.

I think they should be put under CAT_X with line

5 LOCALES"et" esteid-browser-plugin qdigidoc qesteidutil

or

5 LOCALES"et_EE" esteid-browser-plugin qdigidoc qesteidutil

Not sure which one is needed as et_EE is the only one beginning with et but locale command shows "LANG=et_EE.UTF-8"
