Could you run the following from a terminal: killall gnome-control-center strace gnome-control-center > ~/tmp/gcc-log 2>&1 and then attach ~/tmp/gcc-log to this bug? I'm wondering which file it is searching for; strace should show it.
Icon is provided by gnome-bluetooth. Do you have that. Seems like a missing Requires:.
gnome-control-center wanted the command from gnome-bluetooth aside from just the icon. So instead of splitting up the gnome-bluetooth package to get the icon for g-c-c, I've added a requires on gnome-bluetooth. tentatively setting as fixed as I'm 99% sure this was the cause. In case gnome-control-center-3.3.92-3.mga2 doesn't fix it, please reopen.

I can confirm, recent update pulled in gnome-bluetooth and the icon is present since.
