The ARPACK (Arnoldi package) should be shipped (it is now requested by scilab).
The original website for arpack: http://www.caam.rice.edu/software/ARPACK/
The arpack package that must be used: http://forge.scilab.org/index.php/p/arpack-ng/downloads/
This one is a fusion of the changes bring to arpack by octave, scilab and others scientific applications.

Setting version to cauldron, because package requests will usually be done for cauldron first. The package is then expected to be available in the first stable release that follows.
