Spec for new noip

Current version is no longer supported by noip, is recommended use the new version
or your sites will not be updated

I cooked a spec but the vendor file generated in mageia 9 not likes to cauldron build
cargo build --release --offline
error: no matching package named `base64` found
location searched: crates.io index
required by package `noip-duc v3.3.0 (/builddir/build/BUILD/noip-3.3.0-build/noip-duc_3.3.0)`
As a reminder, you're using offline mode (--offline) which can sometimes cause surprising resolution failures, if this error is too confusing you may wish to retry without `--offline`.
error: Bad exit status from /var/tmp/rpm-tmp.Br68W2 (%build)

I also try with %cargo_build but fail with base64 not found

Fixed in cauldron with noip-3.3.0-1.mga10. However a bunch of rust pkgs needs to be imported to make the pkg to build using system rust pkgs.

After migrated the configurations from a custom build, and remove previous service 

systemctl enable --now noip-duc.service 
Created symlink /etc/systemd/system/multi-user.target.wants/noip-duc.service → /usr/lib/systemd/system/noip-duc.service.

systemctl status noip-duc.service looks good to me

Open in browser my site from local and remote system works

It's good to my for 64bit
Remove the OK if you find an issue

Checked in my i586 laptop but have sse2 features
If you don't want to create no-ip account to check this we can validate this

BTW Looks like or I'm the only who use this or others use alternative methods like build the client for his/her personal use
