rinutils spec patch

rinutils package is pretty old and should be updated. Furthermore, rinutils seems to be an arch independent package. Attached is a patch with the proposed changes of its spec file that makes the package arch independent and, also, I took the liberty to generate only one package named "rinutils-devel".

Anyhow, hope it will help.
