I think it's with the amdgpu driver. Because the energy management function does not work. I already wrote about this on the forum, but I didn't really get a meaningful answer. Thank you for the report. I take it that the basic issue is "the energy management function does not work". The AMD forum page (Jan 2023) offers little hope. I doubt that we can do anything about this if AMD do not move. Assigning anyway to kernel/drivers in case they have an idea.

At least there is some activity in the bug linked from that AMD Community post: https://gitlab.freedesktop.org/drm/amd/-/issues/662 So it is known upstream problem (Probably a combo driver, kernel, desktop, ...) and we can probably not to anything more than note it in Errata.
