spec file for sddm-conf

"sddm-config-editor" is out of support and its git repo is archived already(https://github.com/lxqt/sddm-config-editor#sddm-config-editor). 
They advertise "sddm-conf" as a replacement(https://github.com/qtilities/sddm-conf).

Attached is a proposed spec file for "sddm-conf" that works fine in Cauldron for me.
