Description of problem: Using Network Center to connect to networks. If the network has no password protection (airports, hotels,...-- whee their "protection" is opening a web page which asks you login with your room number. or with reading their rules. or suchlike) then network cetner and wpa_supplicant seems to have trouble connecting. If I retry 3-6 times it usually eventually connects, but rarely the first time. While not debilitating it is annoying.

I've never used such a wifi site, so don't know the underlying details of how
it transitions from an open wifi connection to a secure one.

I think it's based on https://www.rfc-editor.org/rfc/rfc5416
but am not sure.

Given that it eventually works, I suspect it's a timing issue in wpa_supplicant.
There is no assigned maintainer for wpa_supplicant, so assigning to all packagers
