Thank you for the report. It certainly matters; the English version has:
 ln [OPTION]... [-T] TARGET LINK_NAME

This is very likely to be true also for Mageia 9, so I am jumping the gun by making this an M9 bug + M8. It can be reverted if M9 'man ln' is already correct.
CC'ing DavidG (for a French system) to see what M9 is like - a few seconds. SVP.

It's in man-pages-fr-4.2.0-1.mga8 in the file /usr/share/man/fr/man1/ln.1.xz

m9 has
       ln [OPTION]... [-T] CIBLE NOM_LIEN
       ln [OPTION]... CIBLE
       ln [OPTION]... CIBLE... RÉPERTOIRE
       ln [OPTION]... -t RÉPERTOIRE CIBLE...

So it's just m8.

Thanks for checking M9 is OK.
Wonder how you found the file you cited.
On my own system, which has no French language, but a French AZERTY keyboard, it specifically does not exist; but /usr/share/man/fr/man1 does - with about 70 entries. Academic.

I found it using
$ urpmq -y man-pages|grep fr
man-pages-fr
$ urpmq -l man-pages-fr|grep ln

which I then trimmed down using
$ urpmq -l man-pages-fr|grep /ln|sort -u
/usr/share/man/fr/man1/ln.1.xz
