Why should you include SeaMonkey in Mageia repos?

Because, besides being a relatively lightweight browser, SeaMonkey is a first class Email client and there aren't that many good graphical Email clients around. SeaMonkey also can be used as a newsgroup and feed client, IRC chat client, and as an HTML editor too.

A great addition to Mageia arsenal for sure.

I do not presume to give a negative or positive reply, but just for info: seamonkey's own tarballs install very easily here in Cauldron

Seamonkey (called Iceape in Mageia) was dropped from Mageia due to no maintainer in 2020. See bug 24300

Interesting to see this re-surfacing. In addition to that old bug about SeaMonkey former alias IceApe, I found a couple more:
 https://bugs.mageia.org/show_bug.cgi?id=24021
 https://bugs.mageia.org/show_bug.cgi?id=24300
 https://bugs.mageia.org/show_bug.cgi?id=26593
They are all worth reading. It was clear that user support for this application was strong - myself included; but that there were significant -ve issues.

Back in 2020, I noted that it was not in a state I would want to use. Today, SeaMonkey 2.53.15 was Released January 20, 2023; I shall download it to try.
(I have recently added Vivaldi, which works fine, but is Chromium based, so caution).

We even have a Wiki about it (thanks to Morgan, I think):
 https://wiki.mageia.org/en/Seamonkey

This is a legitimate 'new package' request, but entirely dependant on someone standing up to maintain it. Nobody ever did before.
Interested users can install it directly from the site:

Thank you Dick for your encouraging comment 1.

Assigning this package request to all packagers collectively. On a voluntary basis, one of them might, if there are no license or other legal issues, want to integrate it to the distribution and maintain it for bug and security fixes.

You hakerdefo might also want to join the packager team to maintain this piece of software: see https://wiki.mageia.org/en/Becoming_a_Mageia_Packager
