Description of problem:

The brand new tool to remove old kernels are not installed in the upgrade process,
if this can not be done we need to recommend manual installation in Erratas or Release notes

Version-Release number of selected component (if applicable):

Steps to Reproduce:
1. Upgrade a Mageia 8 system
2. remove-old-kernels is missing

I think this is due to be included in the Release Notes.
