Description of problem:
Sound is working but I suspect that the 'Mageia sound' is played before the sound system is up.
I noticed that the the panel first appears with the sound icon showing muted, it then changes to un-muted within a fraction of a second.

Can you say what this refers to so I can try it? Never heard of 'Mageia sound'. Thought it was a Plasma thingy, but your comment 1 enlarges that.

Ah you may be right. I honestly can't say whether it applies to other D.E.s or not. I installed xfce testing something else and just noticed it was not there either but maybe that is normal.

It's the short 'Mageia' musical intro to the desktop that should certainly be there in plasma. 

I suspect it may be related to all 'auto-start' items starting long before the plasma desktop appears these days.

Yes that works after switching output from 'headphones' to 'line out (plugged in)'.
Why it is selecting 'headphones' in a fresh install when nothing is connected I don't know.

Not being a Plasma fan, and having sound that reqires (like your note end comment 3) a manipulation to be heard - implicitly after login - I am at a loss as to whether this jingle is standard for Plasma, or whether you have to configure it to happen. Did you?
Off to Plasma to look.

Obvious! :
System Settings > Personalization > Notifications > Applications-specific settings > Configure > System Services > Plasma Workspace > Configure Events > Login
is indeed pre-configured to "Play a sound" Oxygen-Sys-Log-In-Short.ogg
Lucky to have missed it all these years because of headphone only sound.

CC'ing TJ who I think is a Plasma user to check this out. Sorry I cannot do this myself (beyond playing the jingle as per comment 4).

Having done this change, is it permanent, does it 'stick' between logins & reboots; or do you have to redo it?

It is permanent.

I have found the reason for the missing music.

The default setting in System Settings -> Audio -> Notification sounds is 0%.

It is not 'muted' but just set to minimum.

This should be about 50% for a clean install of plasma or new users will never hear any system sounds.

This is an upstream Plasma setting which can‘t be changed by Mageia prior or whilst installation. So you should open an upstream bug report…

Probably a smart move. 

On the M9 Plasma systems that I have installed/upgraded from M8 while retaining /home, notification sounds play even though the setting has the speaker all the way down, but not off. Checking my M8 installs, that's the way they were, as well. On M8, moving the notification volume from 0 to "off" silences them, but if not the normal volume control changes the volume of the notifications.

I suspect the Friendly Folks at KDE may believe that they've actually fixed a bug by changing whatever it is that they've changed.

Checking my Cauldron system, I confirm this 0% Audio/Notification setting.
Which begs the question: if you up it a bit, do you hear the logon jingle?

Barry's complaint is about the *login* jingle. Do you hear that?

This comment implies that the volume of all notifications (unless "off") is governed by the normal volume control rather than what Plasma System Settings says. Is this right?

Once again: a lot of noise about a trivial noise.

Given comment 9, comment 10, I am tempted to close this Wontfix; otherwise pass it on to the KDE people who can do nothing.

Yes. The login sound is considered a "notification" for the Plasma workspace. It can be customized in the M9 System settings under Notifications/Application Settings/Plasma Workspace/Configure events to play an ogg file of the user's choosing, or not play one at all.

I believe it's always been that way, though in earlier versions of KDE/Plasma it was easier to get to the setting. In an earlier version of Mageia, I once had my production install play Darth Vader saying "I've got you now!" for login, and "The Force is strong in this one" for logout. 

The novelty wore off after a while.

Despite my searching it was deemed to be yet another duplicate. Although I don't now think that is the case.

I don't recall this not working for a clean install in the past, however I tend to retain my home partition, so could be mistaken.

It's not only the 'Mageia sound' that does not play, but any system notification sounds, until the level in systemsettings->audio->notification has been increased from 0.

Since the upstream bug(s) have been around for 2.5 years I think all we can do is add this to the errata for Mga9

Already noted for Errata.
Assigning it to the KDE people anyway, as any fix will appear from upstream in the fulness of time; no point in Bugsquad sitting on it.
