Description of problem:
right click on kde desktop ...popup no longer contains logout/shutdown option.

Cauldron kde desktop (has been like this awhile)


How reproducible:
Steps to Reproduce:
1.Right click on KDE desktop
2.Look in vain for shutdown/reboot option there since KDEv1 on Mandrake 
3.Wonder who is trying to mimic windows by forcing you to go to "start" to logout/.

This is an upstream design decision by the KDE Plasma team to clean up this menu. As the lock/logout menu entry wasn't related to the desktop settings in any way, it was decided to remove it from there.

This fix was merged 9 month ago into the master development tree of Plasma workspace.
Here is the relevant merge request:
