Sorry, don't have time to look at your logs, not to try to install modemmanager myself to see whether it occurs here (in an older cauldron), too. I assume version 1.20.2-1.mga9 was on your Mageia-9-beta1-x86_64 iso Assigning to all packagers collectively, since there is no registered maintainer for this package. CC'ing the iso builders.

From the logs, Ben is using ModemManager 1.14.10. Google found me a similar bug report and a comment that it was fixed in 1.18.12. Jani updated ModemManager in cauldron to 1.20.2 two days ago. Ben, can you try updating to see if it fixes the bug for you.
