Timezone package needs updating. It affects all time zones in Russia. For example:
$ LC_ALL=C TZ=Europe/Moscow date -d @1318605344
outputs Fri Oct 14 19:15:44 MSD 2011
expected Fri Oct 14 19:15:44 MSK 2011
$ LC_ALL=C TZ=Europe/Moscow date -d @1320000000
outputs Sun Oct 30 21:40:00 MSK 2011
expected Sun Oct 30 22:40:00 MSK 2011

I guess summertime was nullified this April, so, no winter time anymore

There is now ''name-version'' in core/updates_testing to validate:
Installs just fine. I believe the timezone-java subpackage is used by the
Java plugin (icedtea-web) which works.

Run the command in comment 0 and ok for me too, on x86_64
Timezone is a package that contains data files with rules for various
timezones around the world. This update addresses the following
- Fiji adopts DST for 2011 (effective Oct 23rd, 2011)
- West Bank changes date for DST end in 2011 to Sep 30th
- Fix DST for: Pridnestrovian Moldavian Republic, Ukraine, Bahia
