This is quite common for cauldron that many packages stay at the prior MGA version until they are rebuild or the mass rebuild for the next MGA version was done. Cauldron is always a heavy mix of package versions and it is expected that it will break at some point. Retry your update and after that we can close that bug as invalid (problems like that are better handled at the dev mailinglist) as they are no real bugs.
As you also try to download a package version which is not available on any mirror (lib64waylandpp0-0.2.8-3.mga9), i would recommend to refresh your complete mirror set. Remove your mirror set and add it (or a new one) again. After that issue following commands: urpmi --clean urpmi --auto-update --auto --force
