A patch for dlltool.c, that is already used in binutils-2.38-6.mga9.src.rpm, seems to fix parallel builds of wine packages on my x86 system.

tv seems to be the active maintainer for 'mingw-binutils', so assigning this to you. The patch is confirmed to fix the wine bug:
