It looks to me as if OpenVPN:
 http://openvpn.net/
is not the same thing as what you ask for [URL]. OpenVPN is at  2.5.5 15 Dec 2021.
Hence your request for a new package doing presumably the same thing; and about which I can find no information from your given link (other than that the author is a hacker currently working on @Openvpn).
Can you justify why you would like to see Openvpn3 as well as the existing package?

As I understand from the description, openvpn 3 is needed purely for developers. Therefore, the package can be launched as a devel version.

Being only for developers, I think they better download and use the most recent version themselves.
