Description of problem:
The annual release of vice updates has taken place and now Vice 3.6 is available and should be added to Cauldron.  

Version-Release number of selected component (if applicable):
3.6.0

How reproducible:
Vice 3.6 builds with a few minor tweaks to the 3.5-1 spec.  The tarball is here:
https://sourceforge.net/projects/vice-emu/
