RHEL9 beta release notes mention:
"s-nail replaces mailx

The s-nail mail processing system has replaced the mailx utility. The s-nail utility is compatible with mailx and adds numerous new features. The mailx package is no longer maintained in the upstream.

And indeed nail upstream has been dead for several years.  The last mails on their mailing list were years ago and were in fact release announcements for s-nail:
