This library allows playback of (some) blu-rays protected by BD+. It should be no more a DRM problem than the already included libaacs is--any keys have to be provided by the user separately. Development on this has been stalled for years at version 0.1.2, only allowing the playing of disks up to 2008, but there is new development based on some third party patches (https://forum.doom9.org/showthread.php?p=1886086). I don't know when they are coming out with 0.1.3 but hopefully before Mageia 9 has to be ready.

There's indeed a lot of action there https://code.videolan.org/videolan/libbdplus/-/commits/master/ Maybe it is already possible to clone their git repo and use that as source for a package. Assigning this package request to all packagers collectively. On a voluntary basis, one of them might, if there are no license or other legal issues, want to integrate it to the distribution and maintain it for bug and security fixes. You might also want to join the packager team to maintain this piece of software: see https://wiki.mageia.org/en/Becoming_a_Mageia_Packager
