manpages-l10n has a maintainer: David Geiger (daviddavid). He did the last updates, and the AppDB page shows him as a maintainer:

Oh, thanks for the hint. I'm using Archlinux, and there the subpackages are built explicitely by calling »make« in the subdirectories of »po«; that's why I haven't seen this. I've fixed it in the upstream tree.
