This is what its site says about it; which still left me wondering what it basically does!

I use this tool too.

ucon64 does things such as make and apply patches to ROMs, do a crc32 or md5 checksum, add, remove, and fix headers, change interleaved format, etc.

It's available at https://ucon64.sourceforge.io/ and is up to version 2.2.2.  It is open source so there should be no problems adding it.
